Unknown Speaker 00:01
Okay, yep,

Speaker 1 00:06
you won't be used for rental. No,

Speaker 2 00:10
she's starting out. She's fixing up that framing, that garage stuff you saw, pull the garage doors out, put the mandores just sheet rock bath, so it's a family right now. Any questions

Unknown Speaker 00:31
or declaration that it cannot capacity.

Speaker 2 00:42
Would you make a note of that? All right, can I get a motion to approve with the motion? We prove second All in favor. Okay. Motion carries next one, building, trust, entrance, or Clark store.

Speaker 3 01:05
Okay, so we got this drawn up, basically. So this is what you see. What's the front of the store? We're gonna pull that off. The

Speaker 2 01:16
restaurant is engineered. So basically this.

Unknown Speaker 01:22
So basically, no, it's

Speaker 3 01:26
lined up with because it's parking comes across there. We're just, we're just

Unknown Speaker 01:53
you said you got engineers. Yeah,

Speaker 4 02:03
a commercial so, no, I mean, with the engineer, I'm not sure how much more

Unknown Speaker 02:17
detail this is what Travis was saying in front of his making that structure, that business,

Unknown Speaker 02:23
have a little higher appeal? We

Unknown Speaker 02:27
just okay his and it

Speaker 4 02:29
looks like his money, and how much more are the doors going to be different colors?

Unknown Speaker 02:35
That's not my

Speaker 4 02:41
I make a motion. We accept the project, as long as you

Speaker 2 02:49
receive. Second, all in favor. Last, 180 West Center, home chain, we're trying to

Speaker 3 03:01
see you, you can't print out. Okay, so I wanted to talk with you, so I got on this Kevin house. That back roof leads her to that on the north side where it's just got that shed roof. So I want to yard that thing off and just turn it with the gable coming back in and it has that little pin, but pop out. Ugly thing going back. I'm just gonna pull all that off. So we have the same setback. I'm in the process of drawing up all the case so you have that. So, yeah, this little thing will come off, but basically it's, I'm just replacing that shadow with it when it goes back over there. But I want to part of the purpose is to access that basement separate

Unknown Speaker 03:45
with the next

Speaker 3 03:47
entrance right there, so it's in the commercial zone. I like to turn that into

Speaker 2 03:54
commercial office space life. So we're doing nails or hair or something. So you're, you're not changing

Speaker 3 04:02
any of the setbacks are still set backs. Are still footprints the same. I'm just going to change that roof out and run an entrance into that balance of that basement. And I want to know, and it's commercial, I want to know, is there any other concerns I need to be aware of so we can get it drawn

Speaker 1 04:17
correctly first time you're removing the existing roof?

Speaker 3 04:22
Yeah. An existing group? Yeah,

Unknown Speaker 04:33
I'm sure they're buying engineer trusses.

Speaker 3 04:36
Yeah, I can. I'll get engineered trucks and run a new entrance into that. But being a commercial thing, is there anything else I need to be aware of make part of a makes it work for us all?

Unknown Speaker 04:47
I don't think so. I

Speaker 3 04:49
look at it. I'm looking at doing that. So the house, I'm going to move upstairs for now, but the house entrance will be the office industry, and then the downstairs entrance will be off this 100. West Street, so just separate them. Clean that up, dress it up a bit. Is there anything I need to do? Just

Speaker 1 05:11
make sure you have enough parking for the businesses. You're gonna have to have so many parking stalls for jobs.

Speaker 3 05:27
All the parking what was it? Two Two cars per somebody, square footage or something inside there. I'm

Speaker 1 05:36
not real sure exactly what it is, but you know where you've got multiple businesses you

Speaker 2 05:45
have to have Right, right? So it's just one business.

Speaker 3 05:49
Well, there's three rooms. I don't really care three different girls, random. I don't really care there's three rooms. So I'm making a waiting room with the bathroom, and

Unknown Speaker 05:59
then whatever happens, I I'm

Speaker 2 06:05
just trying to think something was about the sewer and water.

Speaker 3 06:09
Yeah, I was, I applied the sewer comes in around this north side, and it hits the road right here. So it's only about three feet deep. Well, it's about this high in the basement, and I was, I was actually asking to come out and chase it down around and see if I could get, if I can tie into the system down here to get enough flow out of there. Is what I was looking for last time to talk about, which is actually needs to be part of this conversation.

Unknown Speaker 06:37
So you change and

Unknown Speaker 06:38
bring across here back.

Speaker 3 06:42
You into, yeah? Well, it comes on the center but it's on the very west side of center house. It comes off the north side of the house for whatever. So I go chase it down and tie it back into the street. Now

Unknown Speaker 06:56
here, sorry to get more girl.

Speaker 3 06:58
Yeah, so well, so I can put the bathroom in the downstairs, there's no

Unknown Speaker 07:10
which side of the street is just your main

Unknown Speaker 07:14
as far as Which side of center? Yeah, outside the far side

Speaker 1 07:22
you the foresight, yeah,

Speaker 3 07:26
we'll put another dip in there, like the one by the dumpster. Couple of slow down dips.

Speaker 1 07:31
We should have an ordinance that requires a bond anytime Street is interrupted and make sure that if it sinks, you know, certain amount of time, that it's repaid. Of

Unknown Speaker 07:47
course, yeah, I don't know

Speaker 4 07:49
about a bond. So my question is, we need more than this to make a motion approval.

Speaker 1 07:54
Is he gonna bring all that plan, the plan,

Speaker 4 07:59
including the engineer trust, including the plan to find out for sure where,

Speaker 3 08:04
if you have, I'll have to have the engineer trust to get a thing. Mostly, I want to talk about is this is what to be aware of. I mean, I can, if the sewer doesn't, we haven't shot the sewer. If there isn't enough fall in there, I can still put

Speaker 2 08:19
the pump. Yeah. So you're just asking for approval on the riff line, not with, not,

Speaker 3 08:25
right? I'm mostly talking about, yeah. Is there anything else with the entrance the parking what other what other considerations so we can get a draw properly?

Speaker 1 08:36
Yeah, I'd say, if you, if you visit the ordinance about how many parking stalls per business, you've got three businesses down here, you might have three sets of customers. I know you've cleared out all these trees, and that's trees.

Speaker 3 09:05
Yeah, it's gonna dress up real fast. Yeah.

Unknown Speaker 09:10
Is there any other questions?

Speaker 4 09:13
No, for my, for my personal knowledge, setbacks in commercial. Are they the same or different? They're

Speaker 2 09:21
different. The currents comes right up to the fence.

Speaker 3 09:28
I do have a one of my concerns is the freaking Street is higher than here. So I'm gonna, when I put that fancy return, and I've got a plan just running back

Speaker 4 09:39
that 100 issue. There is a, there is an issue right there. We put a block wall, retaining wall in there. Block wall, yeah, next one down, and that's, I mean it that drains, that's supposed to drain from right there all the way over to to Bryce way, and the grade

Speaker 2 10:02
to the sound, it doesn't

Speaker 4 10:07
drain into him this right here to here, to go this way, from there to there, right way through there. So Brad actually told me, I don't know, you know, for the record, he, he told me to come and get a COVID the techniques. It's a talent responsibility. I didn't do it because I want, I think we should do it right, yeah, to follow the correct way to take care of him and run

Unknown Speaker 10:36
that higher. So my approach and then dropped.

Speaker 4 10:40
But still, there's still going to be an issue. You might protect you, but where's that? Long ago, an exit

Unknown Speaker 10:50
drainage issue? I'd like

Speaker 4 10:56
to see us. There's definitely a drainage issue. North,

Speaker 1 11:04
south, ninth streets are all level, so water don't want to run to one corner. Some

Speaker 4 11:11
have been cut pretty good, as you know, so many stones we've had. And there's also an issue that comes off the church parking. There's a big surface of asphalt, yeah, it comes right out and it goes right.

Unknown Speaker 11:26
So, yeah, put a fence there and try to keep that street, you know. Yeah.

Unknown Speaker 11:38
Okay, well, yeah, I would join your talk with council, asking about that during these issue

Speaker 4 11:48
and maybe it's something it's bigger than just that one street, as Dennis brought up, there's more of the

Speaker 1 11:55
north and south streets, maybe set their cut level for town dreams to the east, that side streets are all cut rebel. We used to have irrigation ditches on every street. Took care of that.

Unknown Speaker 12:11
No more. Yes, we did

Unknown Speaker 12:15
a few years ago, like 1980

Speaker 3 12:21
Okay, I just wanted, mostly, I know this is in the planning stage, I just want to say, Oh, so this is where this is missing, mostly looking for the parts in the commercial zone, not trying to get that

Unknown Speaker 12:40
commercial

Unknown Speaker 12:42
take on Yeah, motion we

Unknown Speaker 12:46
approve for the roof.

Unknown Speaker 12:54
All in favor.

Speaker 2 12:57
Thank you guys. All right, Joey applying for a business license. Just pretty much their work kind of stuff, yeah,

Unknown Speaker 13:11
business, location,

Unknown Speaker 13:20
know who had to go to, but apparently,

Speaker 2 13:23
just have a license through the town. Yeah, no, you can go out of your houses

Speaker 1 13:33
because earlier works. Yes, here in town or just in the county, mostly so as your licensed contractor. One thing, you get a tropical business license that's reciprocal in all of the communities in the state of Utah, because you are licensed by the state, right? So they have to accept your traffic business and do business in their community, right? We went through this back in the 90s, when I was in the towing business, Salt Lake City wanted every towing company that come in and picked up a car and saw right device, Salt Lake City business, we actually had to change I wasn't sure how that worked, as I asked Joe, I did work In barricade license. It should be reciprocal because your state regular union contract? Well, I talked with Travis like we did some work. The town is gonna reimburse me some work before we can reimburse you, or if you did work for the city now, unless they changed that raw since the 90s, when we changed in the state bars, and it's still received,

Speaker 2 15:13
like I said, Whatever you guys need For me as a business license application. But if you busy,

Speaker 1 15:25
like, my license,

Speaker 4 15:30
do all business stuff to prove that sales tax and everything like, like I do, I pay my taxes Every year on rental renewal, right? Yeah, applies.

Unknown Speaker 15:55
Numbers,

Unknown Speaker 16:02
fictional, all okay,

Unknown Speaker 16:08
come back and see the town.

Unknown Speaker 16:11
Yeah, yeah, yeah, seven,

Unknown Speaker 16:19
right, six,

Speaker 1 16:22
six. And there was kind of a side note, I don't know. Maybe it needs to be brought up to you guys. I'm not sure was I think I talked to Cannon

Unknown Speaker 16:35
Travis, the town has on the screen

Speaker 1 16:42
for allowing them. Years ago, I was interested in purchasing, fixing it too far Remember, it's

Unknown Speaker 17:06
again right here. Yeah, that's all state land or something, or something, or state land.

Speaker 4 17:25
No, no, this one's up in the

Unknown Speaker 17:29
town Olympia. It's

Speaker 1 17:31
kind of upside down, and there needs a bunch of work done to it.

Unknown Speaker 17:34
No. I mean, that's the city council.

Speaker 1 17:38
Yeah. Travis says we can't give it away. We can't we it up and use those arms. It was available kind of options, I guess, really like, whatever they want to agree with, don't you? Like, I can fix it and use it in favor.

Speaker 2 18:04
Yeah, so I just asked him on here. Okay, so can I give it an approval for his license? All in favor? Aye.

Speaker 4 18:14
Motion carries. Thank you. Thank you.

Unknown Speaker 18:20
Your attorney, Kevin, all right.

Unknown Speaker 18:39
So under state law, you write the right agenda plan right here type expect from you to do that. That's fine. We've been meeting with the town council to go over the

Speaker 2 18:59
just town survey. And last meeting, we went over the goals and policies. And so what we have before you the system information that they have, we're going to go over the second item. One of the things that came up is this water system. There's a desire to have a way to control the number of connections that can be issued, so they don't want all the connections to go if a hotel came in and wanted a lot, right? So this is just a little bit of research that I've done on ways that it can be limited in the general plan. We would just address it from the perspective of that you would be writing an ordinance, you know, establishing an ordinance in your zone code, because it has to be through cover. So this is for you to kind of look over, and we'll actually work on that another time. The second one is the goals, policies that we went over last time. You can see that they there's a few that they struck out or added some things below, so we'll go over those a little bit

Unknown Speaker 20:26
more detail after in a few minutes. Third one we have is the current general conflict. If you want to turn to the first marked up page. So what I'm proposing to do, so you can, we can sit down and go word by word and in the meetings over section, and go through it and make a bunch of changes.

Speaker 2 21:06
Or you can let me, I feel like I have a go for profit. Go through and make some suggestions, and then you either say yes or no, or let's modify that. And I'm kind of, part of what we're talking about tonight is, what's your preference? I'm I'm easy with whatever. So

Speaker 1 21:28
is it going to be a complete remake of the general plan? This

Speaker 2 21:32
would be the examples. Part of the issue with general plan is it was written as if it's written to you. It's not written because it's your document. So that's why you see a lot of suggestions. Well, is it every two years it's supposed to be every five years it should be, and it doesn't have to be a major update. It should be reviewed and updated, and just, yeah, the way it was written by the last group that did it, it was just kind of, I felt like it was saying the township, the town, you know, and that's not your document.

Speaker 1 22:16
That became real, yeah, we should we

Speaker 2 22:19
this that okay? So any sort of like not getting enough kind of information, so you can look through for some in some sections, there's only just a few things like it. I look through the historic background I am based on the reading I've done that, it's pretty accurate. So suggestions under the town vision, you can see what I've done there. It's just the introduction. Cleaned it up a little bit. So that's to kind of give you an idea, and I didn't want to proceed down the path even more, unless you just want to have time in our meetings to go through a section over time, or whatever you would. So what we'll do tonight is we'll go through the golden policy, which will kind of dictate the direction. My last document is just the summary of the conference room. Yeah. Minutes. I mean, you're not offending me. If you say, No, we don't want to do this. Or if you have another idea, that's fine, I'm here to assist

Unknown Speaker 24:00
you. Well, started

Speaker 2 24:02
as well. Joe, want to try and wrap it up by the summer. So your your role is what plan, and then you actually hold the volunteer, and then you refer to the town. They can or the city Town Council, they can either accept it as is, they can modify it. They don't actually have to hold the public hearing. Will be notified. So Tyson is new and Lisa is new. Also Dennis to get kind of around the right block, isn't

Unknown Speaker 24:52
there just a few things we need to alternate? Yeah, well, it was,

Speaker 2 24:56
I think the initial intention was, Is this water issue directing the town

Unknown Speaker 25:05
water works? No to every type of

Unknown Speaker 25:09
business. Yeah,

Speaker 1 25:10
we build the structure. Yeah, right. So many hookups can be high impact. Yeah, I've been,

Speaker 4 25:16
I've been, I listened, I think I'm aware of the thing about that. Demo, yeah, I think back and forth. We have points, address and make change,

Speaker 1 25:35
doing most of this, yes, water deal. Would be the new the new issue. You know, finally, plan together on on how we're going to use our really short commodity, right? I've got something I said, you know, ever since I've been involved, we need to take the resource we have and stretch it out for so many years, you don't want somebody to come in, or the first three years, use all of our water, and then we're dead on any kind of future. Yeah, I think,

Speaker 4 26:19
I think every community in the West is facing the same issue. It's you don't use it up. You you change how it's being used, right? I mean, the

Speaker 1 26:27
girls, yeah. I mean, in order to put in 10,000 structures,

Unknown Speaker 26:31
houses, you have to

Speaker 2 26:32
get rid of the irrigation. Well, we do have a well, yeah, but they're trying to figure out how to when they operate, that any of the new individuals that come into the system, they help pay for the maintenance, because the current one is gravity flow, and so There's overhead, right? And so, and I did a little bit of research on that, and I will do

Speaker 4 27:05
a little bit more the one reading the first one on the water,

Speaker 2 27:10
on this one right here. Oh, right. We got a couple of different approaches for different things, how they do it. So that's something we need to probably make our own right, whether it be a hybrid event, so, and these were just some examples so, but under state law, you can, you can say we only want to have a certain number of gifts, or anything that is A logical, defensible nexus for limiting connections to a certain type of use or to certain number of hookups, or maybe one customer can only get most customers would want one correct and more. Typically with accommodations you don't have as high demand, so there's not the same

Speaker 1 28:29
car right now. Yeah, I know it's changed. I heard so many other things called, you know, right, different acronyms.

Speaker 4 28:50
So the question is, what, what we want to do in the meeting, what we want you to do? Right? That's what we need to decide as a board is what we need to do. And I think it's in an interesting time we get it done. Yes, yeah.

Speaker 2 29:04
So would you like me to just take a shot at it, bring back the things I think should be changed in the meantime, you can read through it's not a big plan. Yeah, I can read through it, see if there's anything, and if anything comes up that you think needs to be addressed away from the meeting. Just let Dani know, and she can she's on me, and just let me focus on this or that. So any of the new state flowers that could be passed from brand use, could I have a bearing on general brand? Probably not, because of your size. There really trying to focus more on the Wasatch Front. That's where the

Speaker 1 29:46
biggest impact it's worth in advance phase, right, right? The

Speaker 2 29:51
one thing that may happen that is, and I don't know if we'll pass or not, is that currently, state law, you can't prohibit an internal auxiliary dwelling here, correct? So you understand that. But under there was talk about making that so you can't prohibit an external one that's just on the property could be built as a separate building. So just so you're aware, I don't know if that's I don't know how much traction that has. We'll see by

Unknown Speaker 30:28
the end of the week.

Speaker 2 30:32
All right, okay, so just briefly, as we go through trying to pick up the reviews of the goals and policies. Let's just go through these. I'll just look at the goals, and then I'll read the goals, and if you want to look at the policies after that, see if there's so the core community goals. Core values for community or specific are specific statements. They illustrate the residents desires and necessities for the community. These values support and prescribe the future as the community wall, remaining adaptable to the ever changing nature of these values are highlighted in the current plan. Are retaining the field and atmosphere of our community, encouraging community pride. They strike out the balance of our balance, our support for commercial development, and see what they struck out it's already in the COVID offer quality of life, amenities and services for residents, regardless of age or social economic status, and support affordable housing options for all individuals or families that meet local needs status. So under the goals of many maintaining character, you can see there that there's maintain character of the neighborhood by encouraging parable uses and densities to existing neighborhoods and develop patterns prohibit areas or protect areas of agriculture use in the future town, ensuring that adequate resources are being available to retain this community of characteristic. And I'll just say this is a lot of communities there to maintain the rural field. A lot of communities think, well, that means acre lots, or whatever it might be a certain size block. But what creates the fill of a rural community? It's the green you see around you, the open land, right? And so it seems a little counterintuitive. But instead of eating up that land, it's if there's places that you wanted to designate as these areas are good for growing that density where, where you've already got a subdivision planted instead of going farther out. Well, let's put one in between. Let's, you know, let's, and then the quality, preserve the quality, quantity, open space, which is the challenge character, so cleaning that up a little bit. So that's what you're going to see. Is you're going to see me. You're going through like that introductory paragraph that doesn't sound like and I'll just try to clean it up, make it sound Thank you, because that sounded like the company maintain our managed, projected population trends. And I'm not sure exactly what all that this means, but basically, for growth, and you do maintain the capital improvements program and that's in there, then annexation should provide a real measurement benefit. I think annexations are probably pretty rare because you've got a lot of land. Yeah, I think they have that? Yeah,

Unknown Speaker 34:24
they did all the annex Well, no, it was

Speaker 2 34:28
because I was in County. Both towns went farther out with tropic, went to the park foundry, and

Unknown Speaker 34:40
while rather was the big annex.

Speaker 2 34:47
Goal three is develop and implement ways that require adequate infrastructure. Requires that adequate infrastructure exist part of the subdivision process, and this is focused on making sure that the developer will be paying for those technical improvements, right? Yes, community design. And I'll just go through these briefly, so because you'll have time to look at greater detail created more for desk union friendly community, there's been, you know, you have some sidewalks. There's some in the comments,

Unknown Speaker 35:38
you see dealing

Speaker 2 35:40
with that, retain the small town charm and excuse me, I have allergies this time,

Unknown Speaker 35:54
personify and encourage small town

Speaker 2 35:55
form factor buildings that would be contribute to the field. This will be cleaned up. Just create safe and inviting civics bases within the community. And I'm not sure if there's a desire to expand what you already have Park ball field, this building, and any resources that you would do would be based on, do we have radical resources? I think, yeah. I think we got plenty for the one. Okay, they properly managing and promote events. Small Town character. There's another spot in the town. Town Council change that language a little bit, and you'll see later on where it's encouraged rather than promote. The town has certain guests that you provide, but

Unknown Speaker 37:16
there's also facilities, so that we still want to have there. Part of the role of the

Speaker 2 37:28
general plan is finding for the future funding. If a funding agency sees it in your general plan, they're going to look to that if you're Applying for recourse between so maybe okay so and I'm it maintain, rather than create, safe and binding spaces, the preserve the natural environment, critical to the small town, ease of access natural assets The community, strive for balance local lands, natural areas and recreation spaces and parks. Sure. I'm not sure if that, if that's what the you know, we're working towards that might need to be modified a little bit, because that, to me, is saying that you're going to be working towards establishing some things, but you already have a lot, yeah, preserve and protect important natural areas within the town as practical. Um, that's kind of a given. I would think that would be an ordinance. Well, in a lot of what you have, you know, if it's on federal land already, it's managed right between the park boundary, um, it between the park boundary, there is some do land, and a lot of what you have is what was talked about previously, is the ag land, which is the rural food. Okay, inquire to manage land and water, to preserve, protect and enhance important natural areas. And I don't know if that's still what is the town desire to acquire more land, or just, yeah, yeah. I don't know if there's more land to be acquired

Unknown Speaker 40:17
more water.

Speaker 2 40:21
Just manage the land, prepare the built environment to personal or personify the community's vision. Ensure that the buildings and built environment are available for community goals. Well, ensure that the community character, community maintains character, prepare and implement necessary infrastructure upgrades to meet the current and future demands. And that would be actually part of the capital improvements, yeah, so and so I'll address that. Review and zoning ordinances, adequate interval development and dispersion. We'll talk about that as we go through these sections. So just we're I'm just trying to get a filter if there's anything at all that stands out. And let's all the time, because I wish they're all addressed, design and monitor development within the community, to ensure that noise, traffic, noise pushing crime or capture when do we have resources to monitor the sorts of things? And if not, we have we did reduce, we work with the state to reduce our speed limit, okay, here on Main Street, but we have patrol and a deputy within our towns. Okay, alright. Encourage your job bills in the local area. These are the follow. Policies, likely distributed information, relative small business loans, promote and develop the home run business through information sharing and permitted expedited permitting, encourage school district to provide a curriculum that supports the educational needs.

Unknown Speaker 42:32
What's that? So, how do we even do that? Encourage the school

Unknown Speaker 42:42
district school state curriculum, right? Change the state

Speaker 2 42:53
curriculum and then utilize towards utilization. Sorry, my mind is, utilize tourism, attracted to the area from national parks, and then promote historically significant areas in the community. Ensure proper maintenance and attractiveness of historic monuments. Pursue grants for development of historic attractions, partner with local historic groups to showcase the area. Is that a big focus. There's a

Speaker 4 43:30
little bit of hypocrisy. Same time we're limiting and then we're trying to promote this

Unknown Speaker 43:37
Home Alone business, but we're limiting

Speaker 4 43:40
businesses. It's kind of I see, I see both. And we don't want to have more tourism with motels and cabins and whatnot, and then we want to utilize that tourism to keep them here to go see the natural history. I don't

Unknown Speaker 44:05
little more

Speaker 4 44:14
historical attractions, but when I was a kid, it's no longer there. So it's gone.

Unknown Speaker 44:24
It's gone. I don't know the curve in the road.

Speaker 2 44:34
I just try to think, when you say that what this story needs to be happening. I'm wondering if some of these were borrowed because Escalante does have, well, you know, some historic things that they I'm thinking this might have been copy pasted by

Unknown Speaker 44:50
so from Another, another town. What the revenue that comes from the a town, or what revenue that comes from people spending money? Yeah, but we also don't want to just turn into, you're just the destination,

Speaker 4 45:14
and it's it's the market. Naturally, there's not enough employees here to for the businesses, you build 1000 room hotel,

Unknown Speaker 45:24
nobody gonna be able to get

Speaker 4 45:26
around here, and there's no place for the employees to live. So

Unknown Speaker 45:30
there's two big hotels

Speaker 2 45:37
going up on the transportation provide for the existing and future transportation needs. Develop and manage or maintain transportation systems for adequate size and capacity serve the population the town will require necessary transportation improvements, including adequate right of way locations and other transportation facility that's probably

Unknown Speaker 46:11
already in your code. Yeah, right. I mean, we

Speaker 2 46:14
take care of the streets. I mean,

Speaker 4 46:21
I mean, I do like that. I would like to see some more emphasis on you said, maintaining sidewalks atrocious, yeah,

Unknown Speaker 46:29
I think sidewalks.

Speaker 1 46:39
Yeah, sidewalks here, and once you get the curve, you can extend the rest

Unknown Speaker 46:54
of the graphs. I'd like to see those areas get cleaned up, you know, if it was done in phases, because I know,

Speaker 2 47:05
and that also addresses the drainage on these, these northern Southland streets. There's no way that there's no town used to have ditches back in the day, and then, so then every driveway had culverts. Those got pour out. We went right back to putting COVID columns of space, but you can only put two cars. We got ditches.

Speaker 4 47:36
And what about the garbage situation? I know the town's working on that right now. Is that something you want to put in here

Unknown Speaker 47:43
somewhere? It's they're being moved. Yeah,

Unknown Speaker 47:47
say, but do we want to have something planned where that's been?

Unknown Speaker 47:56
I thought it was going to be above town, but I never did here, for sure, there's a public service facilities,

Speaker 2 48:12
stream, paving and pedestrian surfacing. Materials should be economical, serviceable, permeable, more practical, easy to repair and variety of surfacing materials should be kept so this is addressing that carbon better than

Unknown Speaker 48:38
really the

Speaker 2 48:42
parking policy should be required. Should be to require on site parking, sufficient parking demands the proposed development or payment in lieu of the park. Is that something you want, you don't want a payment, or you want, I don't see like they're talking like meters or whatever meter parking on the streets and stuff, or a fee that you pay as a business to not have to do all your parking. So, I mean, in in urban areas, there's a push. Everyone has more than one

Unknown Speaker 49:30
car, and

Speaker 2 49:34
so you need to be able to have new businesses just making sure they have places available space, okay, connect local transportation facilities with regional transportation system. Basically, it's your highway, and so that needs to be, maintain close relationship and cooperation with organizations. I'll clean that up to talk about these relationships with both because that's I'll get it down to the agency, rather than just check support a multi user transportation model, including legal

Unknown Speaker 50:36
and more legal.

Speaker 2 50:38
That's yeah, as you say, that's monitored by the

Unknown Speaker 50:43
authorities. At the same time,

Unknown Speaker 50:51
Dani is there? Oh, side by sides motorcycles, yeah,

Speaker 2 50:58
I'm pretty sure, because I noticed, if you know some penguins, they tell people to drive on the roads, on the side. You've seen those signs. They don't want people driving there side by sides on the side of the highway. So there it is. We haven't started up there.

Unknown Speaker 51:19
Yeah. So we have,

Speaker 2 51:23
in some communities, kids ride their the hovs around town as they get around. Yeah, 10 or 12

Unknown Speaker 51:31
on the part of the High School.

Speaker 2 51:35
And from my perspective, it's not an issue until it becomes an issue, kids start screwing off. There's no, no issue at all in the town. I mean, how would the town enforcement?

Speaker 4 51:47
It's the helmet designation streets police in violation. What are we supposed to be enforcing? Class? But who's

Speaker 2 52:02
going to going to issue that? I don't think it's a I like it there for future, if something comes up, but I don't think it's anything, yeah, okay, because it's already implemented there, right? So you've got that in the code. Um, um, housing. There is a moderate income housing plan the town your side is, and I'll look through all this basically where there's the limited water connections where, excuse me, so that's the issue is there's like 30 that already paid, or better paying connections that aren't in use. Is that, if I recall 30 or 20 commercial No, this are not being used. There's like 30 out there currently.

Unknown Speaker 53:09
So what's the energy? Commercial, residential,

Speaker 2 53:11
one inches. Is there a

Unknown Speaker 53:17
different rate scale? The cost is the same. I was gonna say something

Unknown Speaker 53:27
when they go over their

Unknown Speaker 53:29
gallons, but

Unknown Speaker 53:31
the monthly billings the same thing. So 10,000 gallons

Unknown Speaker 53:41
a month, 1000 gallons a

Unknown Speaker 53:45
month, and after that, you paid your and you want to see the monthly fee different for somebody

Unknown Speaker 53:52
who has a commercial. Why do we have commercial?

Speaker 2 53:59
Because so you can get more flow, because they put a bigger meter, yeah, the meter cost more, but there's an impact that costs more well, that's supposed to pay For meter and other stuff as well structure and system. Just so, you know, I had to push a half inch line through my three quarters time into my house, because you can pull the line up, and it does reduce your flow. One person can shower at a time. Fire hydraulics. And the longer it is, the more it reduces. All right, you can see where they wanted to look at the long term and looking at multi family ones on a small scale. So that's one of the things we address with the housing stock. And then the quality of housing is basically COVID enforcement. So look at that. Recreation and open space encourage the development and maintenance the parks. I think the feel that I'm getting is that maintain what you have right now. There's not a need to develop. If the town has spent, I would say, like the seats. Okay, so sometimes funding will come available, just so, you know, yeah, but it's earmarked for recreation or whatever, and so that will be a time. Yeah, I know there has been talk, and I think that wasn't one of the things in the survey, was bike trail going through town,

Speaker 1 56:09
connecting the other towns. And there was talk about, at one time the County, the county, seen the process right now, trying to get state funding to do the bike path all the way from top down through to all three towns, but it be in phases, right?

Speaker 2 56:29
And Governor Cox has made that kind of a priority statewide to eventually connect communities via multi use paths. So that'll always be hanging out there, but also be the state, I think, is actually looking at within their right of way, establishing the policy for building those as funding becomes available, and that's maintain parks and recreation facilities as resources permit, and then that's our funding that developed the community centers, which provide multiple use opportunities for residents as funding allows purchases. System of parks and recreational facilities and programs which provide recreational opportunities for all segments of the community. Then addressing that, this is where it was talking about, encourage a diverse year round entertainment programs, including concerts, forming arts and other things, and encourage the establishment of community based organizations to develop community gatherings and other things. So basically, not putting the onus on the town, if, if an organization wants to be able to do something, basically encourage and allow that with using those and I think that, I mean, it kind of goes through the school at this point, there's a lot of stuff, as far as plays and, oh yeah, in any community, That's a big deal. You know, high school plays and whatever you have, all the all those things, and then promote private public operation, park improvements, recreation services and facilities. So again, we'll go through those. The last one is the public services. This, to me, was, this is just the table, and it was very confusing

Unknown Speaker 58:57
to me why it's like this. So email,

Unknown Speaker 59:01
I would, I'll just go through the right and just kind of any of these that let's just put on. The first we need to address state roads,

Unknown Speaker 59:13
down roads and intersections. Do

Speaker 2 59:15
some stuff about labs. Yeah. I mean, your water, that's the one that we working on. Is the water, the distribution, and also policy, yeah, because the distribution is also an issue, we have smaller line to town with bigger lines on both sides. And I think water transmission and water quality. That's really not something we need to address. That's just operational, same as Santa sewer treatment, that's that's already probably those. These things can be mentioned, but there's you don't dictate. They have a meet requirements

Unknown Speaker 1:00:02
and then fire protection. You have our fire chief monitor that they have to log everything. And it helps, I can't remember

Speaker 2 1:00:16
what, what it is, who he does, probably a state organization, right? And it helps keep the insurance you're part of the fire district, so that's a separate and the same thing. Are there any other public services and facilities? So we've got parks and the Parks and Recreation and has its own issue.

Unknown Speaker 1:00:48
Private. We promote it,

Speaker 4 1:00:50
but there's also a town and county both included. It's a, it's a, it's a nonprofit, yeah, so it's kind of a,

Unknown Speaker 1:01:00
I mean, The time going to take

Unknown Speaker 1:01:12
revenue.

Speaker 4 1:01:13
Bring in revenue unless necessarily historic, but maybe so historic trails they ride the, yeah, they ride the historic trails they the site is, was a historic CCC. The CCC built the corral by somebody that you know that we do have, so that being said, we do have the old, like squishy like to put a historical marker and do something about the CCC. And that would be one of those historical things you're talking about, that's, there's a picture somewhere. Somebody has pictures. No longer there. That's that's about historical

Unknown Speaker 1:02:13
airport here,

Unknown Speaker 1:02:16
made out of 1937 Yeah, but one of the only

Speaker 2 1:02:20
buildings in reflect Paul, who would know there's, he said there's

Speaker 4 1:02:25
more, like three span tenders. But not only is built using specifically yellow pine, yeah, there's very few structures.

Speaker 1 1:02:37
Yeah, it was local labor. So

Speaker 4 1:02:43
it public services. To me, there's lottery density, right? Certain things you mentioned, 567, times. You'll clean that up. I will. I think that's it. Keep it simple for

Speaker 2 1:03:06
this, you can see, I have a hard time reading stuff that we have known today, or if there's a subsection of water that is as an appendices. Just so is there

Unknown Speaker 1:03:27
in this section? Because it's nothing that we can

Speaker 2 1:03:31
control with questions. Include that as appendices, basically for information. I All right, I will get to work and give you some something to actually read. Well, what I would like to do is I'll go through and I'll redline it, but also it's hard to read the red line, so also provide a copy that how would read if the edits are accepted, but then we'll go through the each of the edits make sure, all right, so I will see you at your next meeting, and Remember, please, if anything comes up, hey, we should address this. Let's not address that. Let's take it out. Would

Speaker 4 1:04:26
it be wise for us to maybe look at this water because the water situation is driving yeses and reasons we're doing this? Would be wise for us to support to the read what you put out here. Let's go read these URLs and see parallel and edict and got another community in there as well as in here. Was

Unknown Speaker 1:04:42
Trenton, but they don't have a website, okay? What if we

Speaker 4 1:04:56
smaller whatever? Well, come up with what we think would be appropriate for profit, right? Come back to that is and say, Yeah, this is what we want to put in our in our general plan. That's how we're going to deal with it. This is how they deal with it. So what are we going to do? Because there's some interesting things. I read these and yeah, like, if you bring water, but they we can do

Speaker 2 1:05:17
whatever you want. Basically, yeah, well, that's the, I mean, one idea was they were wanting to bring irrigation water and trade. So is that some irrigation board is willing to do? Are they forced by law?

Unknown Speaker 1:05:31
And that's, that's part

Speaker 2 1:05:33
of what this county, you can buy water So, and that's a common practice there, but I didn't, I don't, the only water that's available in this watershed is our South not not available, as I said, is the conversion of irrigation.

Speaker 1 1:06:01
A brick wall. This irrigation does not allow any chairs to be turned to Carmen, which I don't think that's legal. So if you own the water share, you should well,

Speaker 4 1:06:13
isn't there a level they come out? There's a work that they come out the same

Speaker 2 1:06:17
they come out of the spring. The same spring. The same screen is where the town gets their water, right. But we only get 200 gallons a minute. The rest of it goes on down. So they wanted to trade water to get more of that spring water, because there's plenty that there's more about plenty of there's more there to use. See, it just Bob rally did this? It used to be Dr good spring, and then they were worried about the oil trucks traveling through and having an accident contaminating. So they swapped the irrigation company for last spring for last spring. But now they're both out of the same source.

Speaker 1 1:07:03
Town and irrigation company is first to split any maintenance and repair 5050, but the town's paid for all the repairs for as many years as I came here

Unknown Speaker 1:07:16
for the

Unknown Speaker 1:07:17
system

Unknown Speaker 1:07:20
completely redone as town citizens

Speaker 4 1:07:29
paid the bill. That's a big

Speaker 2 1:07:35
one cities, and in the general plan, we can be more, not as specific, but basically saying you're also doing the research for how you would write the organs, right? So you're giving direction in the general plan, kind of the idea of what you're pursuing, but the real law is writing. So let me just ask you this, as I'm addressing that, if you have someone in town who has ag land and they get a subdivision approval, do the water rights for that land?

Unknown Speaker 1:08:14
We just had the sound right down

Unknown Speaker 1:08:17
the road to the town. No.

Unknown Speaker 1:08:26
So,

Speaker 2 1:08:29
so, okay, so it doesn't go the water rights aren't tight. No,

Speaker 4 1:08:37
they can't be. That's part of the problem. He wants to meter it himself and sell it to all

Speaker 1 1:08:42
of us, irrigation water. Yeah, well, that's something the irrigation won't let us do. Convert it to coronary but mostly

Speaker 4 1:08:51
there's a question, can he meter it themselves to people? Well, he'd have to be straight up the water treatment. But this is no this is for secondary, secondary water gardens, long lands. But he still,

Speaker 1 1:09:08
he would have to put all the infrastructure in and manage it. Doesn't the meter. But

Speaker 4 1:09:15
I think all new secondaries have to have a meter. I mean, area homes being built in there, sold in these that hasn't been addressed.

Speaker 1 1:09:29
So, like I say, in other cities, you'll see, in fact, in here, I think they read it to where somebody wants to build a subdivision, they have to bring the water, culinary culinary and give it to the town so that they can supply the culinary water to the new segregation. Yeah, that's common in that's where he was up in rain building or pure houses,

Speaker 4 1:09:59
yeah. So, I mean, that's sometimes feasible, because no one owns culinary water. They own the same

Speaker 1 1:10:06
it should be able to be converted because it comes out

Speaker 4 1:10:09
of the same system. I'm gonna tell you what the state is probably gonna say about that if you're allowed in subdivision. Yeah, right.

Speaker 2 1:10:18
I'm not a water law expert, but it's, I know that's, yeah. I have enough information. Yeah,

Speaker 1 1:10:26
it's just a matter of the pipes dry out at Springfield. Exactly. Culinary goes down to our treatments, yes, secondary goes in a different pipe through town. So it's just a matter of divert from the point of origin, one way or the other. Legally, you should be able to convert irrigation to your car screen, yeah, not

Unknown Speaker 1:10:52
necessarily storage. And then

Unknown Speaker 1:10:55
where is that screen going to go all winter long,

Unknown Speaker 1:11:00
Las Vegas.

Unknown Speaker 1:11:03
Yeah. So at what point will somebody say,

Speaker 1 1:11:05
Well, I brought that up waste water in the winter so that Las Vegas can't fry a lot,

Speaker 2 1:11:16
because that's the state's fullness to the standard of 200 or 190 gallons a month, but in what winter time we don't use it if we can store it.

Speaker 1 1:11:27
Well, the thing is, is we need to lease that wastewater to Las Vegas. So much water goes down the pire to Colorado River, and they'll have claim on it after it's gone from here.

Speaker 2 1:11:46
Well, they're the Colorado River Compact. I do know a little bit about that man. They are limited by what so anything that they get beyond that they have to purchase. So I think you're, you're probably safe there, unless the Colorado River Compact is renegotiated, which is over 100 years old. Last thing that I have just free information, and I can put together maps that, if you're something that you think of with like, can we see that on the map? Because this is just an example. These are the ages of structures in town important to the assessor's database. So they may or may not be accurate, but you would think that that probably and for some reason, civic buildings and church buildings, there's no data, so I'm not sure why that's the case, But this is a remember the old white church, 1800s

Unknown Speaker 1:13:00
speaker 18. And

Speaker 2 1:13:03
next time, I'll bring a couple of other maps that I've done, just three for five of where you have parcels that are desert, that have the zoning designation, the density, and there's a number that are small just then, actually the zoning category, and so just something for you to look at, is that something you need to address, is that something that, maybe this is an area that, well, it's already got a bunch in this area that are smaller. Maybe this is where we could have a few more smaller ones. Just food for thought or just throw in the trash. I just, I like to play around when I'm and just get a feel for the community when I'm doing so I'll bring those Chair Okay? Thank you. Thank you. Thank you for your time. Thank you, see you in a month. Okay, sounds good? Thank you. Yeah.

Unknown Speaker 1:14:12
You share lots.

Speaker 4 1:14:22
This is, this is the one that advice also, subdivision is there one? It's not

Unknown Speaker 1:14:40
approved. Is there water? Yeah, stone

Speaker 1 1:14:45
Canyon? How many connections are? There's already meters there. And that's a problem is if somebody goes out, some people want to build, we have to

Speaker 4 1:15:00
So as of right now, the only reason why someone's price,

Speaker 1 1:15:14
they do have work connections on your mind, and he pays a bill every month from him, yeah,

Speaker 4 1:15:20
so they have to be tested or anything where they'll be used, no

Speaker 1 1:15:27
running water system, water steward. It's just that they haven't built any on mates,

Unknown Speaker 1:15:37
and that's going on 20 something years now. Yeah,

Speaker 1 1:15:45
he wanted 75,000 a lot then, and he told me that it's 71 for 50, because I was

Unknown Speaker 1:15:55
no one's purchased.

Speaker 1 1:15:57
There might be one or two lots of he sold. Because when I don't know, I Yeah. The last we heard from him is he wanted to,

Unknown Speaker 1:16:11
oh yeah. He wanted to

Speaker 1 1:16:12
do a wagon deals the dances used To

Unknown Speaker 1:16:22
do well you would sleep,

Unknown Speaker 1:16:29
yeah,

Speaker 4 1:16:35
but it's

Speaker 1 1:16:42
our RRC zone, which requires five acre lots. But the town allowed, allowed them to do one acre lots originally. Well, he wanted to come in and take, like, four or five of them lots and develop into this one camping deal. Well, if he does that, he's gonna have to redo the subdivision, and

Speaker 2 1:17:06
they're all gonna have to be Friday. There's two others, everything, everything else is

Speaker 4 1:17:20
here. Mm, no longer

Speaker 2 1:17:27
probate or probate or alright. Well, I guess we go ahead and adjourn.

Unknown Speaker 1:17:36
We adjourn me.

Speaker 2 1:17:39
I'll second that bigger, alright? okay, I mean if there's if you guys, we can always have work means you if you got one.
